Regional Rural Transit Breakthrough Team
Team Purpose
Create a regional transit approach to expand and improve delivery of rural transit service including the following:
  • Begin with one or more pilot projects in rural areas with regional design driven at the local level with the future vision of the development of 10 to 20 regional transit jurisdictions that cover the entire state

  • Define regional jurisdictions by travel patterns

  • Implement one-call dispatching in each region to assist with scheduling efficiencies

  • Identify a lead agency that would serve as the dispatcher for each region
Current Status
The North Central and Flint Hills Regional Transit Breakthrough Teams have been meeting since the summer of 2009. The Southwest Regional Transit Breakthrough Team began meeting in the spring of 2010.  Harvey, Reno and McPherson Counties are currently exploring the possibility of being the fourth Regional Transit Breakthrough Team. The two older pilots are scheduled to implement an on-call regional dispatching system by December 2010.
Next Milestones
Two challenges need to have a breakthrough.  The first is determining actual costs for current transit activities and building an accurate and detailed budget for the regional transit effort going forward.  The second is to create the best governance structure for each regional pilot.
